Dream Makers adjusts operations

Saint Vincent & the Grenadines, 23/09/2025 — Technology company Dream Makers today announced an adjustment to the scope of support for users in Vietnam. Under the new plan, Dream Makers’ products — including the WEEX digital asset exchange — will cease support for users in Vietnam. The E2chat communication platform will continue to offer basic social features free of charge; however, user-growth funnels and monetization activities will not apply to users in Vietnam.

The decision comes as Vietnam strengthens its policy direction on activities related to digital assets and cryptocurrencies. A Dream Makers representative said the adjustment aims to “ensure compliance with local laws, protect users, and maintain operational transparency.”

“Our priorities are compliance and system safety. Suspending support for certain products in Vietnam is a necessary step to stay within the legal framework while we continue improving the experience for users in eligible markets.”

According to the company, the changes include three key points:

  • Investment Channel: cessation of products/services for users who are citizens of, reside in, or are currently located in Vietnam.

  • WEEX Exchange: discontinuation of support for trading, listings, liquidity, and related utilities for users in Vietnam.

  • E2chat Communication Tool: continued access to basic, free social features (posting, commenting, following); however, user-growth activities, payments, incentives, and monetization models will not apply to users in Vietnam.

To enforce the policy, Dream Makers will implement IP blocking, self-attestation of residency, and technical anti-circumvention measures. “We will coordinate with the legal team, step up access-log reviews, and apply KYC where necessary. Deliberate circumvention is a violation of the Terms of Use and may result in suspension or termination of access,” the legal representative noted.

The company emphasized that these steps do not change its long-term strategy. Dream Makers will continue to invest in technology, security, and user experience in markets that meet legal requirements. For E2chat, the company remains focused on core social features, prioritizing stability and data security, while temporarily not deploying growth and monetization mechanisms for users in Vietnam.

For accounts that may be affected, Dream Makers will issue notifications via email or in-app (where available) and set up a dedicated support channel during the transition. The company advises users to follow official guidance, avoid any circumvention methods, and contact support for further information.

Observers note that Dream Makers’ decision reflects a cautious approach by tech firms amid shifting policies in sensitive markets. Clearly separating basic social features from financial/investment activities demonstrates an effort to reduce legal risk while maintaining a minimal level of community interaction.

In its statement to the press, Dream Makers reaffirmed its commitment to data security and privacy. Data used to enforce territorial restrictions and compliance requirements will be processed for legitimate purposes, within a limited scope, and with appropriate safeguards.

Effective date: The policy is expected to take effect on 23/09/2025.
